Get a Library Card

If you are a Burlington resident, student, Burlington business or property owner, live in a different Skagit County library service area, or even a non-resident (with the payment of the yearly fee) we have a card for you! Fill out the appropriate library card application form below to get started. The Library will contact you when it is time to pick up your new library card. Proof of identification and address will be required to pick up your card. 

Burlington-Edison School District Student Cards

Starting in the 2024-2025 school year, B-E students are automatically registered for a Student Card! Here's what you need to know:

  • Your card number starts with BESD and is followed by your ID number. You won't get a physical card until you visit the library in-person, but your access to BPL items begins immediately.
  • Your PIN is your four-digit birth year.
  • Your card works in the library and in any library app such as Libby, Comics Plus, and any of our databases.
  • Cards are limited to five physical items at a time until you visit us to upgrade to a Full Access card. 
    • If you are under 12, come in with your parent or legal guardian and ask to upgrade your card. Youth ages 13 and up can upgrade their card with their student ID card, Skyward account, or other identification and proof of address. 
  • Parents and legal guardians can opt their students out at any time by contacting B-ESD directly. 
  • B-ESD Teacher cards are available to all contracted employees with proof of employment.

Library cards are also available for all students living in the Burlington-Edison School District that attend schools outside of B-ESD (including homeschools). Please check your address for eligibility on the B-ESD website, then use one of the Student Card links below to register.

Non-Resident Fees
Skagit County does not have a county-wide library system. Residents living in the unincorporated areas of the county are required to pay a fee to obtain a Burlington Public Library card. Please note that a service charge of 50¢ plus 3% of the gross transaction amount will be applied to all credit card payments. Payment may be made in-person or over the phone.

Patrons who live in Skagit County and do not qualify for a Burlington Public Library card through their taxing district may still apply for a free Digital Library cardThis card will allow access to eBooks & eAudiobooks in Libby, in addition to the digital resources in our Online Library.

When registering or picking up a new card, patrons must provide proof of identification and residency as listed below. Property owners' proof of address can be verified through the Skagit County Property Search website.
