Rick DeGloria is retired and has lived in Burlington for many years where he and his wife Ronda raised their family. He served 29 years on the Burlington Police Department Civil Service Board prior to his election to the City Council. He has served on several city committees:
- Public Safety
- Historical Preservation Board (Commission)
- Skagit Transit Board
